Darshan Matharoo

Darshan Matharoo

Chair of the Board

Darshan is passionate about social housing and has substantial experience of working within the Social Housing Sector, both as a Senior Executive Officer and as a non-executive director. He continues to be enthralled and challenged by the issues faced by social housing providers and the way in which Prospect Housing is meeting these challenges. He has excellent understanding of what good governance looks like, the regulatory framework and the economic environment we operate in as well as the risks facing housing organisation.

Bernadette Nolan

Non-Executive Board Member

Throughout her working career, Bernadette has developed housing, homelessness and tenancy related strategies as well as performance management frameworks. She also has extensive experience of service planning and project management; having the skills to analyse, prioritise, plan and set targets and objectives. Bernadette is a strategic thinker with the skills to understand practical application. She has led and been involved in policy development, service reviews and improvement planning.

Javid Kika

Javid is a local businessman with a successful printing company based in inner city Birmingham. He has keen business acumen and enthusiasm for new and innovative solution-focused thinking. Javid is keen to put something back into the community and is an active member of various charity boards across Birmingham.

Arif Chohan

Arif Chohan

Non-Executive Board Member

Arif worked at the Home Office via the Gwent Race Equality Council, as its Director, responsible for ensuring compliance with the Race Relations Act 1976. He has a varied background in community arts, youth and community development and experience of working with diverse communities. He has experience in national and local policy development and political engagement and is a former board member of Aston University. He is a trained trainer in community development, equality, and policy development. He brings to the Board a lively interest in housing issues, homelessness, anti-social behaviour, gangs and violence, domestic abuse, and identifying and meeting the needs of people.

Pat Riley

Pat is an experienced development consultant, project manager and former executive director for development at Castle Vale Housing Action Trust. Pat enjoyed a long career in the social housing sector until her retirement in 2017 but has since retained her interest in the sector and continues to use the skills and knowledge acquired over many years to contribute to the provision of housing for the most vulnerable members of society in the current housing crisis. Pat has held non-executive Board member roles in various Housing Associations including Bromford Housing Group. She has a good understanding of the compliance and regulatory framework for Registered Providers of housing.

Sharon Gilligan

Sharon has over 30 years’ experience of improving services and outcomes for customers in the social housing sector working in Local Authorities, Registered Providers and a Housing Action Trust. As the Director of Housing Services at Mercian Housing Association she was involved with the decision to join a group structure and lead on the transition of services to Circle Housing in 2011. At Castle Vale Housing Action Trust she contributed to the widely acclaimed holistic regeneration of the estate, which delivered improved and new homes, a safer community and a better quality of life for residents. She also worked as a consultant engaged in supporting organisations across the West Midlands and London. She has recently widened her experience and is currently a Programme Manager at West Midlands Police implementing transformational change programmes of work.

Rafik Ghumra

Rafik is a Chartered Certified Accountant with over 30 years of experience in managing the finances of housing associations, funding and property management. He is currently employed by Tuntum Housing Association as Director of Finance and Risk. Rafik has experience in the management of change through the introduction of computerised systems and successful transition from one system to another. An effective negotiator successful in securing appropriate terms for the benefit of the business, Rafik is familiar with managing a diverse team and in meeting increasingly demanding targets and the Regulatory challenges that Housing Associations face.

Richard Hall

Non-Executive Board Member

Richard recently retired from full-time employment after working in the social housing sector for some thirty-five years. He remains a Fellow of the Chartered Institute of Housing and was awarded a Masters in Business Administration (MBA) from Nottingham University Business School. He has sat on a number of Boards and advisory groups, including a NHS Hospital Trust. He is a highly experienced Chief Executive Officer focused on strategic planning, operational achievement and relationship management, with a track record of delivering business growth through diversification, acquisitions and traditional housing procurement. He has a passion for excellence in customer service, business efficiency and attaining continuous performance improvement.

Stefan Deans

Chief Executive Officer

Stefan has worked in Supported Housing for over 35 years, starting life as a support worker at St Basils in Birmingham. After a period of time in London he returned to his native Scotland to manage the Stopover emergency accommodation service for young people in Edinburgh. Stefan returned to the Midlands in 2000 to work for both Accord Housing and Shelter, latterly as a regional manager for the Midlands and East of England region. Prior to moving to Prospect Housing he spent six years in the Supporting People Team in Birmingham, both reviewing commissioned services and being involved in the re-commissioning exercise of 2013/14. Stefan has been at Prospect for over 4 years and have overseen the growth of the company from 300 rooms to its current total of circa 1800.

David Homer

David Homer

Financial Director

David is a qualified accountant with over 30 years of experience across the not-for-profit, manufacturing and distribution sectors. He prefers to work for good causes within the charity sector. More recently, as Head of Finance for 6 years, he was part of the senior leadership team of a charitable independent fostering agency providing services from 4 regional offices within England. During his tenure the charity doubled in size. Prior to this David worked in a similar role for a drug treatment charity providing services for the borough of Dudley, West Midlands. He has worked within the housing sector in the past, albeit for a short period. He has worked as a volunteer for Age UK Dudley visiting an old person suffering from dementia. David is a family man who has always lived within the Black Country, West Midlands. His interests include sport and music.

Mick Gallagher

Mick Gallagher

Operations Director

Mick has recently headed up Care, Support and Resources at North Hertfordshire Homes, handling contract negotiations, commissioning of new extra care schemes as well as the development of a People Strategy coupled with a longer term change programme. Mick has worked in the sector for over 20years latterly as Head of Care and Support with Bromford Group and prior to this Midland Heart. Mick has been influential in setting up strategic partnerships for the delivery of care and support services.
